Your iPhone language and Siri have to match. Just go to the Apple Intelligence section in settings and make the languages the same. i.e US English on both or UK English on both.
I use iPhone language in English but Siri is in Spanish as I play more music in Spanish and most of my messages are in that language as well.
Make sure the phone region and Siri language are the same.
I got this message and I just tapped the ‘go to settings’ button and changed Siri’s language from English (Canadian) to English (US). I am an American living in Canada and I had changed my phone to US English because I was tired of getting prompted to change ‘color’ to ‘colour’.

So I’m a Canadian living in Canada. Already changed my Siri to American so the AI would work.
I had this error when I first updated too, I’m in Canada and had my phone and Siri set to US English so I could use Apple Intelligence right away! I switched both back and updated, got this error so I ensured the settings were changed and the Siri language somehow went back to US English. I set it to Canada again and restarted. No issues afterwards.
